The country's largest drugmaker says it will pay $3 billion to settle charges that it illegally marketed and sold the erectile dysfunction drug Viagra without the doctor's approval.
But the drugmaker, which is based in Malaysia, said it will not comment on the charges.

The suit alleges the drugmaker used unapproved marketing and promotional techniques, including a company-sponsored "Viagra" campaign in 2004, which featured a television show and ads for "sildenafil" - the generic name for Viagra.
But in an e-mail message last week, the company said its "Viagra" ads appeared to be promoted in Malaysia and the country's top 10 markets.
In its complaint, the drugmaker said that it had never approved Viagra for sale in the country.
But in an e-mail message dated July 31, it said the company had obtained approval for selling Viagra in certain markets but had not sold the drug for that purpose.
A company spokesman said the drugmaker would contact regulators if it became aware of any concerns about its Viagra.
The drugmaker said its investigation found that it had used unapproved promotional material to promote its Viagra advertisements.
The suit also alleges that it had promoted the Viagra ads in a way that would attract customers in the United States and Canada and that the company had marketed its product without the doctor's consent.
The suit says that the drugmaker's marketing and promotion techniques were "committed" to promoting the Viagra, although the complaint also alleges that it used unapproved promotional techniques for the "promotion of Viagra" that were not approved by the United States Food and Drug Administration and Canada Drug Agency.
The complaint alleges that "Viagra" was not the first drug used to treat erectile dysfunction and that the drugmaker, which is based in Malaysia, had received FDA approval for selling the drug without the doctor's approval. In 2004, the drugmaker bought the rights to sell the drug in Canada and began selling the drug in the United States.
The complaint also says that the company knew of the drug's "promotion" in 2004, but failed to disclose its marketing techniques in an e-mail message sent in January.
The company, which is based in Kuala Lumpur, said it did not intend to market Viagra without the doctor's approval.
